Until 2025, WhatsApp billed by 24 hour conversation. In 2025 Meta moved to per-message pricing for template messages. You now pay for each template message that is delivered, rather than for a conversation window. Meta publishes the current rates on its pricing page, and they vary by country.
The template categories
Every template belongs to a category, and the category sets the price. There are three paid categories, plus free service messages.

What is free
- Service messages: when a customer messages you first, your replies within the 24 hour window cost nothing.
- Utility messages inside an open window: depending on Meta's current rules, some utility templates sent while a customer service window is open are not charged.
- Failed messages: you are billed on delivery, so a message that is not delivered is not charged.
What drives your bill
- Country: rates differ widely between markets, so an India-heavy audience and a Brazil-heavy audience cost very differently.
- Category mix: marketing costs more than utility, so shifting genuinely transactional sends to utility templates saves money.
- Volume: more template messages, higher spend. Clean lists and good targeting cut waste.
